A floating home is defined as a structure built on a floatation system, which is used as residence and is not intended for navigation or use as a navigable craft. In my opinion the floating homes on Gloucester Pool are not vessels. These floating homes have gas appliances and electrical systems that should be inspected and certified just as any residence or home would require. These floating homes should be insured and be built to the Ontario Building Code and local bylaws. Residents of these floating home should be required to pay taxes to the area they reside.
