To move this act forward would be unabashedly presumptuous at the moment. The lack of proper research on the impact of the Cap and Trade policy does not mean that the practice is unhelpful in the protection of the environment. Many environmentalists are for Cap and Trade, and I would advise the government to keep the policy until a better method is developed. Preserving a system that may protect on environment is better than none at all.
