I feel that there is one loophole in this policy which should be addressed.

As the policy states, any remaining purchased bait is to be disposed of after 2 weeks. Many anglers buy bait in bulk with intentions of using it over a season (leeches are easy to keep in the fridge) However, personally harvested bait does not have to be disposed of after any set time.

What is to stop people from claiming that bait in possession is personally harvested, when in fact it was purchased months ago? There is no way to prove this. I think that the 2 week disposal or use limit should apply to personally harvested bait also, in order to address this issue.

Also, with a 2 week limit on bait, people will feel more inclined to dump bait after use instead of keeping it for future use. I feel the 2 week limit will increase the frequency and probability of anglers dumping bait back into waterways at the end of a trip. This is something to be considered.
