Before cancelling the existing climate change program and new program with new targets MUST be in place. It is not sufficient to say "The Government shall establish targets". Targets must be committed to in this document. It is also not sufficient to "establish targets". It is absolutely necessary to achieve them.
In 20 years of discussion of how to deal with climate change I have heard of only three solutions - a carbon tax, a cap and trade system and sector by sector regulation. I doubt that your government is keen on a whole lot of new regulation, and your leader froths at the mouth when speaking of taxation. Why you would not put a price on carbon and let the market work out how to efficiently is beyond me and many others.
A reduction in carbon emissions is seriously needed now. Ottawa was hit by tornadoes this year - for the first time in my lifetime (65 years). What is a couple of cents extra in gas prices compared to the destruction of your home?
The world is moving to a low-carbon economy. Ontario needs to keep up - not mire itself in ideas of the past.
