As a bait harvester I feel to see how more training is necessary when anglers are permitted to catch their own bait many with not being able to tell one minnow from the next.the proof is at the bait shop where the vast majority cant distinguish a golden shiner from a commmon shiner all they know is they are minnows and they swim . We have already had training and know the consequences of having anything but legal bait in our tanks.The other problem I see unless I have misunderstood is that anglers can still for example buy minnows in north bay and bring them to Ottawa to use or in other circumstances transport them across VHS zones.I would say you should have to buy the bait from a licensed dealer in the area closest to where you intend to fish and shouldn't be allowed to catch your own.Thank You.
