While I had some concerns with the cost of the Cap and Trade program - it was much better than what we will have once this law is passed - which is nothing and a vague, unbounded promise to do something. No goals or parameters. If you are serious about acting on climate change you really need to put a price on carbon - the price will reduce the amount of carbon entering the atmosphere - simple economics - any other way of doing it will cost more. The only thing that will cost less now is to do nothing but that will cost more. I would also like to include the latest UN report in my comment.
