RE: Foundation Drains. The proposal to exempt foundation drains from PTTW and EASR for dewatering up to 379,000 L/d means that there is potential for a collection of adjacent developments to cause a significant cumulative water taking without any review or technical study, or any record posted to the Ministry's usual outlets (e.g., Access Environment). This could cause problems with excessive dewatering, aquifer depletion, and settlement issues in some cases. At the very least, EASR registration should be required for foundation drainage over 50,000 L/d because if there is no requirement for EASR registration, then there is no way to capture data for the evaluation of cumulative risks by the QPs on future applications.
