Catching minnows for personal use in ponds and small creeks in southern Ontario that are not directly connected to the great lakes systems would be very low risk for invasive species contamination and therefore should be allowed to be transported to local lakes and rivers. Maybe if really necessary a permit could be issued for people trapping there own minnows from isolated ponds or creeks to be able to transport them.
