This submission is made on behalf of: (i) Irving Ungerman Limited, Karl Ungerman Limited, Shar Tem
Holdings Limited, St. Clair Poultry Packers Co. Limited and Stork Wasser Realty Limited
(collectively, “Ungerman”); and (ii) Paletta International Corporation and 810277 Ontario
Inc. (collectively, “Paletta”). Collectively, Ungerman and Paletta are the owners of
adjacent lands municipally known as 99 and 109 Ryding Avenue in the City of Toronto, which form part of a larger group of lands that also includes 116, 116R & 126-142 Ryding Avenue and 90 Ethel Avenue (collectively, the “Ryding Lands”).
Through OPA 653, the Ryding Lands were removed from the Employment Areas on Map
2 – Urban Structure of the City’s Official Plan and redesignated from Core Employment
Areas to Mixed Use Areas on Map 17 – Land Use Plan. Both Ungerman and Paletta fully
support those amendments.
OPA 653 also established SASP 832, which sets out a series of policies intended to guide
future mixed-use redevelopment of the Ryding Lands. However, Ungerman and Paletta
are concerned that certain policies within the proposed SASP 832 will serve to
significantly delay and otherwise hinder the redevelopment of the Ryding Lands, and
therefore unnecessarily delay the delivery of a substantial number of new housing units
and jobs on these lands.
Accordingly, we request that the Minister modify OPA 653 by amending the policies of
SASP 832 so that they are in accordance with an alternative SASP 832 that has been prepared and appended to the submission.
