This dump 1km outside of Dresden which proposes to run 24/7 and process materials that contain hazardous waste such as asbestos will contribute not only to major noise pollution for the town but also harm the habitat in the area. All rain water will make its way into well water in the area and the Sydenham river no matter how good of a collection system is installed. The infrastructure of the town is not made to support 6000 tonnes a day of garbage being trucked in from Toronto. You would have to be completely negligent or corrupt to think this is a good idea.
