All rain water will make its way into well water in the area and the Sydenham river no matter how good of a collection system is installed. The infrastructure of the town is not made to support 6000 tonnes a day of garbage being trucked in from Toronto. You would have to be completely negligent or corrupt to think this is a good idea.
