Schedule 3 compromises Official Plans. It causes serious divisions between municipalities as they pursue self interest at the expense of neighbouring municipalities.
The Ministry of Municipal Affairs needs to put a hold on these changes to rebuild public trust in the process.
I attended as an observer to the meeting about the reform of regional government. It soon became "every man for himself" between local governments. Schedule 3 hastens the breakdown of Regional government.
