Thanks for the opportunity to comment on the proposed bait policy. I support many of the measures included in the policy, however I have a few questions and comments for your consdideration;

-what level of socio-economic analysis has been completed on the impacts of the proposed restrictions of bait use on commercial bait operators and retail outlets. Many of these individuals are in Northern Ontario where there are limited job and fniancial opporutunities.

-I understand the need to reduce risk of transfer of new species to brook trout lakes. However, the policy would restrict the use of all bait (as defined in the glossary), including leeches risk here? and dead minnows?.....I can understand live bait restrictions and we have a number of those already in the management zones that I fish- but why dead minnows?......there is no risk there- but obviously a finanical impact on individuals and also an impact of angler success.

-Angling is a key sport in Ontario and actively purused by young people still- we do not need to increase impediments to angling success and enjoyment that will have negative impacts on youth and the angling population.

-Crown land is managed sustainably and I dont believe that Provincial Parks and Protected areas should be treated with any additional protective measures than the rest of public lands. This causes a tiered system, which leads down the road to situations where in the future angling and hunting will be reduced in all park areas. These areas are also for the public's use and enjoyment as documented in park management plans. Objectives need to be balanced.
