Development charges are out of control. Development can NEVER pay for itself if affordable housing is a realistic goal. Building communities is expensive and requires major investment in infrastructure (water treatment plants, sewage treatment plants, roads, power lines, sewer lines, water lines) from ALL levels of government. Land must be “opened up for development” but home buyers CAN NOT in any way afford to pay “development charges to help do this”. The massive increase in development charges looks increasingly like building departments become revenue generators, decreasing housing affordability rather than helping.
