Please find attached Peel Region's comments regarding the changes to the Development Charges (DC) Act as proposed in Bill 185, Cutting Red Tape to Build More Homes Act.
Many of the changes to the DC Act in Bill 185 appear positive for municipalities. Specifically, the inclusion of growth-related studies as an eligible DC cost, and the removal of mandatory phase-in provisions to new DC by-laws. However, Bill 185 did not reinstate housing services and land costs as eligible DC costs. Therefore, Peel Region recommends that the Province:
• reinstate housing services and land costs as eligible DC costs.
• provide dedicated funding to cover municipal revenue shortfalls stemming from changes to the DC Act enacted in Bill 23 continue to remain in place.
