I do not believe that limits on lot coverage or limits on the number of bedrooms are a barrier to the creation of Additional Residential Units. The largest barrier will be the building costs of creating the units including hooking up to municipal services such as sewer and water. The limits on bedrooms and lot coverage are reasonable limits especially in communities with Near Campus Neighborhoods where “ungentle” density has or can create unreasonable impacts such as loud parties, poor maintenance and unsightly yards due to students not following recycling or garage rules. Although this could be somewhat mitigated by acceleration of new student housing, it remains a “rite of passage” for university students to live off campus. Supporting purpose built rentals or university/college owned and operated housing would be the better alternative for near campus areas rather than removing reasonable limits on ARUs such as bedroom limits and lot coverage.
