It is my understanding that if there is a municipal woodland bylaw in effect, the activity is exempt from the NEC process.
However, some municipalities do not have a bylaw or defer to the NEC for regulation requiring a development permit (apparently there is not other mechanism).

This process, which takes forever, is set up for building development, is administered by staff who don'e know anything about forestry (their only experience seems to be building/construction applications and such).

Forest Management Activities using good forestry practices in accordance with a prescription approved by a Registered Professional Forester should be exempt from this process.

The NEC plan used to say work "approved by the MNR", but the MNR is something else now and doesn't employ foresters in southern Ontario..
