It is my understanding that if there is a municipal woodland bylaw in effect, the activity is exempt from the NEC process. However, some municipalities do not have a bylaw or defer to the NEC for regulation requiring a development permit (apparently there is not other mechanism). Read more

I am concerned that these exceptions for development could cause harm to the environment in the Niagara Escarpment. Allowing trails to be approved without a development permit could result in wildlife and plants being harmed. Read more
