The County of Elgin in and around the City of St. Thomas is actively preparing for an enormous investment triggered by the planned arrival of the VW Battery Plant in 2027 at the east side of the City of St. Thomas. Yarmouth Yards will be the largest commercial industrial park in all of Canada and many supporting industries are in early development stages positioning themselves nearby to support this EV business boom.
The Ministry of Transportation is in the final design stages of increasing capacity along Highway #3 and #4 within Elgin County to support these developments, however, regional County roads will also be impacted. Specifically Highbury Avenue (County Road #30) directly connects Yarmouth Yards to the City of London and Highway #401 (approximately 14km in length crossing through the County of Elgin and the City of London). This is currently a 2 lane rural arterial road that will breath capacity limits once the industrial park is operational and anticipated to be before 2033. An opportunity exits for the Province of Ontario to accept this road as a strategic asset upload in order to increase its capacity and provide support for this historical industrial development and surrounding residential developments that will follow.
