Hello,

I am a residential property owner directly east of the proposed Clearview Aviation Business Park. I have concerns with the proposed development from a planning and engineering perspective.

Firstly, based on a review of the approved draft plan, all adjacent properties are zoned agricultural. While understanding altering the zoning of a property is another process, I am concerned as a property owner with a young family that any analysis relating to light spillage, sightlines, compatibility and noise mitigation would be impacted by this zoning. With this in mind, I would request that any analysis being undertaken during detailed design or any previously reviewed reports by the Municipality be reviewed under the lens that the surrounding properties to the east of the development are residential properties.

Secondly, my family is concerned how the proposed development will impact our daily life. We bought this property hoping to embrace the country lifestyle and raise a family here. We are requesting that proper due diligence be undertaken to ensure that sightlines, noise, light, compatibility and traffic studies be undertaken to support the developments approval. Specifically, any means of mitigating the construction activity or industrial uses visibility/noise from our property would be an important feature for us and any people using the Clearview train trail. Such mitigation measures might include a large earth berm along the property line and tree plantings to keep the area along our property and the trail naturalized and separated from the development. We would also like the opportunity to review any reports which are undertaken so we can provide any comments or concerns throughout the detailed design process. These reports should include a light study, acoustic study, compatibility study, traffic study, etc.

Finally, based on a review of the new Bill 185 recently brought into legislature, the CHIA orders, which this proposal is currently under, have now been replaced by this bill and have a different framework under the Ministerial Zoning Orders. This would include demonstrating servicing feasibility and ensuring that the development would provide benefits to provincial priority sectors. We also believe that based on the brevity and intended use of the CHIA order, being mainly intended for residential developments, that grandfathering not be considered with this application.

Based on my background as a project engineer in land development, this site, while feasible to service, would be extremely onerous on the developer to complete and would require extensive external upgrades to support. The approved draft plan shows the intent of providing a pumping station for wastewater and municipal wells for water servicing. With the nearest wastewater treatment plant being nearly 10km away, the requirement for determining routing and requirements for external upgrades should be carefully investigated prior to any approvals being granted. Feasibility and impacts on adjacent wells should also be investigated prior to any approvals and coordination with the NVCA should be undertaken to confirm an appropriate outlet is available and feasible. We are unaware if any of this has been provided to the Municipality to date but think it would be important to understand for all parties before moving forward.

In regards to the land uses, there should be further consideration to what land uses will benefit the surrounding communities most. The proposed uses presented at the most recent public consultation held in Clearview did not represent what has been requested most by the community. There should be consideration for using the land for a multi-use recreational facility for hockey pads/soccer fields and other sports.
