On-land aquaculture facilities do not place as great a burden on the environment as cage aquaculture facilities because of the direct deposit of untreated fish fecal matter around the cages of the latter.
Consequently, cage aquaculture operaters/owners should pay the full cost "of doing business", as do industries using fossil fuels that release CO2 into the air. A fecal matter tax, similar to the carbon tax (and other related schemes) should be levied to cage aquaculture operations as a way of paying for their use of, and most assuredly the degradation of public waters.
In this way the profits of cage aquaculture would be more commensurate with on-land aquaculture: they would not have an unfair advantage
Also ,I wonder what the penalties are for not complying with the rather weak guidelines in the draft proposal.
