After reading through the proposal and trying to digest it's complicated nature, it made me question the ability to implement and police this program. I feel the perceived savings would be spent populating the monitoring/policing department, and giving them an impossible job to do. The producers may not be the problem, one has to consider the consumers, after all we buy the stuff. Part of the program needs to direct producers to use recyclable materials, materials that are actually recyclable in the communities they're sold in. PVC is often used for clear packaging, not sure anyone is recycling it. Why not penalize those that offer it so as to motivate them not to use it. They could use PET.

With so many items shipped in from overseas, policing the importers will be an impossible undertaking.

Might be easier to tax products that are not recyclable or are made from materials that do not fit into our local plans. I know that could trigger all kinds of unfair trade discussions, but if we're getting shipped garbage, maybe we should be shipping it back?
