If an Ontario entity does not add packaging, who pays for the program e.g. Dollarama gets a carton of items from a warehouse in Quebec. The carton is from China, the packaging of the individual items occurred in China. "Producer or PRO" does not contemplate importers.
Another example: A computer printer arrives from Amazon in a non-Ontario manufacturer's box e.g. Mexico. Who pays for the box recycling. Amazon did not add packaging.
