The Minister of Municipal Affairs and Housing made a decision on June 21, 2021 to approve Simcoe County Official Plan Amendment 6 – Age Friendly policies. The last day to appeal File# 43-OP-200546 is July 12, 2021.
The purpose of the County initiated OPA 6 is to implement new policies within the County Official Plan that recognize the Age Friendly Community (AFC) concept as an initiative that falls within the County’s mandate and is needed to support an aging population. The County’s Positive Aging Strategy outlines initiatives and priorities, which includes operationalizing thorough official plan policy development. This amendment addresses priorities related to transportation, outdoor spaces and buildings, housing, and complete communities. As a result, OPA 6 intends to update definitions, create a new age-friendly section within the County’s Official Plan (OP) and, introduce land use policies that recognize the needs for people of all ages and abilities.
The last date of appeal under the Planning Act: July 12, 2021.

Appeal process for decisions published before June 1, 2021
You can appeal all or part of this this instrument to the appeal to the Local Planning Appeal Tribunal (LPAT) by submitting a notice of appeal to the Minister of Municipal Affairs and Housing.
There is an additional “leave to appeal” right under the Environmental Bill of Rights.
Who can appeal
A notice of appeal can be submitted by:
- individuals
- corporations
- public bodies
A notice of appeal can’t be submitted by:
- an unincorporated association
- an unincorporated group
You can, however, submit a notice of appeal as a member of the unincorporated association or group.
You have to have made an oral submission at a public meeting or a written submission to the council before the official plan amendment was adopted. Note: this is not required if you are appealing a proposal for provisional consent (no official plan in place).

Your notice of appeal must include:
- the specific part, or parts of the official plan amendment that you wish to appeal
- the reasons for your appeal
- the appeal fee, payable by certified cheque or money order to the Minister of Finance, Province of Ontario

The County of Simcoe Council (“County”) adopted OPA 6 on February 9th, 2021 and, pursuant to section 17(1) and section 21(1) of the Planning Act, it is before the Minister of Municipal Affairs and Housing for a decision.
The County of Simcoe adopted a Positive Aging Strategy in 2017 that provides the framework for the County’s age-friendly principles. The County’s Positive Aging Strategy outlines initiatives and priorities to operationalize the County’s strategy, which includes official plan policy development. Guided by the strategy, the County has adopted OPA 6 to support the implementation of the Positive Aging Strategy.
OPA 6 proposes new policies to address priorities related to transportation, outdoor spaces and buildings, housing, and complete communities on the basis of Age Friendly Community principles. These principles are intended to support multiple provincial land use planning interests, namely the development of: healthy and livable communities sustained by efficient development and land use patterns; the provision of a range and mix of residential housing types; and by improving accessibility for persons with disabilities and older persons by addressing barriers that restrict their participation.
All comments received prior to the posting deadline will be considered as part of the decision-making process by the Ministry if they are submitted by mail or electronically through this Environmental Registry posting. If submitting comments by mail, please reference this posting's ERO (Environmental Registry of Ontario) number: 019-3435.
Comments must be submitted within the time restrictions of this notice to be considered prior to a final decision by the Minister of Municipal Affairs and Housing ("Minister"). The Minister may refuse the OPA, approve the OPA in whole or in part, or approve the OPA with modifications.
