I feel that a $25 penalty is hardly an incentive to file a report. And a $50 penalty for the next and succeeding non-compliance is just telling these rogues that their lazy and/or selfish behavior can be bought with minimal consequences. Nowadays, $25 equates to one less restaurant meal - no big deal. A levy of $100 the first time would surely be a deterrent to not reporting again. Bear, deer and moose numbers are down in many WMU's. Reporting is essential for the MNR's planning and foresight to maintain healthy populations.
