Please accept my comments as this is long overdue:
Your proposal is in the right direction but hunters should not loose their points in second Draw without an option to turn back the tag into the proposed random draw. This because most moose hunting is by groups and they apply to maximize their chances at getting a tag. So in the second draw allow them to apply and hopefully one of them get a tag and the others in the group not claim what they don't want as they wont pay for this tag and if so will harvest moose they do not really need
In both Draws one and two have only one choice, as we know what we are going after, way less data entry and less confusing for everyone
Your proposed third draw needs clarity so here is an option. Computer picks group with the most points in first choice of draw three
Moose hunters still want a group application option so in first choice of draw 3 allow for group application of 6 hunters maximum size they pool their points. This to discourage "ghost applicants" the computer picks the alternative . The tag is awarded to the applicant with the most points in the group , that person zeros out their points. In second and third choice in this draw its computer random and no points lost
