Municipalities know best, they have data, on what solutions work best on their roads.
Bicycles are also commuters, and reduce congestion as otherwise, most may be additional cars on the road.
A multi-modal approach to congestion management is required, such as rail, public transit, etc.
Research has shown that local business improves when allowing bicycling lanes as more customers arrive by bicycle. Cars are through-commuters in the most part.
It is not safe for bicycles to ride in the traffic. Under the HTA they can take the rightmost lane but it is dangerous with aggressive drivers who believe (wrongly) that bicycles do not belong on the road.
The environmental benefits are obvious, based on GHG emissions reductions through reduced use of personal vehicles and more use of alternatives.
