This legislation is probably the most directly harmful thing proposed by the provincial government to both myself and the Province’s transport infrastructure as a whole.

Increasing the amount of red tape between a municipality and building infrastructure is a costly and inefficient use of taxpayer funds.

Bike lanes and public transit do not cause roadway congestion. Too many users of the roadway cause roadway congestion. This can be solved by making more efficient methods of transportation to induce demand due to a more convenient option available, and this is a demonstratively successful strategy as seen in municipalities around the world. This cannot be fundamentally solved (as your own reports state) by inducing further demand for less efficient modes of transport.

I use the city of Toronto’s bike lanes. I do not own a car. Why are you determined to make it less safe for me to get to where I need to go?
