This plan is the opposite of removing red tape. Municipalities are better equipped than the provincial government to assess the impacts, positive or negative, of proposed changes to local roads.
In studies, bike lanes improve traffic time, response times by emergency services, as well as encouraging healthy activity, and keeping vulnerable road users safe.
The province should focus on provincial matters, rather than meddle in municipale affairs.
