Completely backwards legislation that will slow down everyone's commute -- cars, bikes, buses, streetcars alike, while greatly increasing danger for cyclists.
The inclusion of bike lanes has been shown to only marginally increase car commute times (7% worst case, see 1), while greatly increasing cyclist safety (we'd all like to arrive to work alive right?)
Additionally, bike lanes are a cheap way to build transportation capacity -- a bike lane has significantly more throughput than a single car lane, and provides more commuters with a faster, safer, healthier alternative to driving.
Finally, blaming congestion on bike lanes is not only wrong, but the question completely disregards many of the other benefits of bike lanes (see 2), such as increased small business traffic, reduced deaths/injuries...
