There is absolutely NO proof that removing bike lanes will in any way reduce congestion.
There IS evidence that building more comprehensive bike infrastructure, along with other public transportation can significantly reduce congestion.
There is no logical reason to pass this bill. Do your homework. Take a look at the studies around congestion and cycling. Maybe Google it, you might learn something.
