I haven't seen a single fact that shows more highways leads to better traffic. In fact it's universally regarded as the opposite; the more you make driving the only option the more people are going to be forced to drive, and traffic worsens. Complete streets with mixed-modal access are the only way forward.
If you really want to save people time, and not save the profits of automakers, expand public transit and build high-speed rail.
