The only flaw I can see with proposed changes speaking as a large group leader are as follows.
we sometimes don't have our adult tag in first round of tags, and say it takes 7 points random draw to get a cow tag in second chance choice 1 and we have 2-3 guys with 7. we like to increase our odds put all 3 in draw. Say they all drew we currently only take 1, but your proposal will punish the group for future years taking the other 2 7's from the system to 0.

I propose
leave system as is, however you need to purchase tag by a certain date. Then all tags not bought by that date go out first come first serve or a round 3.

As a large group we take usually 1, bull, 1 cow, and few calves (if possible)
I would gladly buy any unused Bull and possibly cow tags with a large group as long as points aren't used. we want to ensure a hunt every year for years to come and work within the points system to ensure our future generations enjoy the sport like we do.
