This legislation feels like it was proposed by people who have never lived in a city or travelled and explored a city.
Tokyo has no cars on the road. Amsterdam, Seoul, London - all the same. They've cultivated robust public transit systems and a network of bike lanes that allow their population to get around without requiring a car. Because of this getting around is easy, fast, and cheap.
Sneaking in reducing regulations for highway 413 is laughably sad. Ontario does not need more highways or urban sprawl - we need robust public transit and denser zoning laws to allow people to live where they work.
