There should be a penalty to those applying in the first allocation that are awarded tags and not claiming them. I.E. forfeiture of half their point balance or full point balance. The concept of the point based draw was for individual participation. The point system is a long drawn process of eliminating individuals who have moose hunted year after year with groups that have a large accumulation of points. If you’re a group of 8 and 8 apply with 10 points each and 4 are awarded tags it’s likely only 1 or 2 tags will be claimed. There needs to be more accountability to persons applying for tags that they don’t claim or never intend on claiming.
Second, the implementation of a third non-point based draw oppose to a surplus purchase would be nice to see. Selected application for selected tags drawn at random and awarded. Those awarded tags to be claimed within 24 hours or they’re drawn to the next individual.
Moose hunting in Ontario is next to impossible for anyone new (last 4-20 years) depending on where you apply to. Time for some changes, especially in some of the southern areas that are littered with moose and always have been.
