The only solution for gridlock is extensive, frequent, well running public transit. Traffic expands to fill the amount of roadway available. People will not leave their cars if they have to wait in summer heat or winter cold unless they can get transit within 10 minutes. If this were a real policy instead of a wedge issue to split the city/suburb vote transit is the correct answer.
