This policy is clearly short sighted pandering and no technical professional believes it to be valid or what will help. We need to encourage more people to get OUT of their cars into modes that take up less space per person (like bikes and transit and walking) to maximize our ability to move people.
It is along the same lines of banning SUVs or trucks for those people who couldnt possibly need all that space.
This will result in people dying.
You should divest authority to municipalities. The province should not meddle in local issues. Develop a proper planning/consultation process, not a one size fits all
