Adding more cars to traffic by forcing cyclists to use cars instead when limiting or even removing safe cycling infrastructure seems beyond silly as a measure to reduce car congestion. You are moving the city and businesses backwards. You show that you're willing to kill cyclists so car drivers can race to the next red light 5s quicker. Toronto is slowly trying to catch up with the future of transportation which people and businesses depend on, and you're doing them a horrible service by sabotaging that.
