The impetus behind the proposal is understandable, however forfeiting all of the points one has accumulated if an individual chooses to not take their first choice in the second allocation is NOT fair or reasonable. A simple scenario that highlights this is multiple hunters who have always moose hunted together apply for their tags annually. If none of them get a tag in the first round and they all proceed to apply again in the second round, and more than one tag is awarded, but all they really want/need is one tag, then the individual who doesn't claim the available tag (along with their group) is penalized for future years as a result based on the way the current proposal is structured.
A more reasonable suggestion is to have a deadline within a 2 or 3 week period to claim second round tags (OF ALL CHOICES NOT JUST FIRST CHOICE). If tags are not claimed, then they go to surplus for distribution.
The proposed changes do not address tags available as a result of second and third choice selections made during the second round. Based on the issues that brought this proposal to be, there is no reason why the second and third choice options should be excluded from the process. Anyone with a "save a moose" thought process can still work the system to that end goal by focusing on the second and third choice options where they still retain their points whether or not they choose to take the tag.
No details described about the proposed surplus process which is VERY IMPORTANT. The MNR NEEDS TO BE CLEAR ABOUT THE PROPOSED PROCESS UP FRONT and consult on it because the last surplus system was BROOKEN. The past phone in system was hugely unfair and people using phones with an 807 area code could NEVER get through - this was proven fact that was ignored by the MNR/provincial government for many years despite formal complaints raising the issue.
For the surplus tags there should be a date/time when the tags become available for purchase on a first come first served basis. Or have some form of online auction where hunters with the most points and were signed in first get first dibs on what's left over and it should cost something re. points - maybe just one point. The entire process could be over and done within one day... OR it could be similar to how things work where there are excess antlerless deer tags available - they remain available for purchase till they are all sold and they are sold on a first come first served basis. That system has been in place for several decades and seems to be functioning well.
The proposal as written is half baked and DEFINITELY NEEDS TO BE FURTHER REFINED to genuinely address the purpose of amending the current process.
p.s. eliminate the nonsense wolf tags so hunters with small game licenses can shoot wolves as they were able to in the past. The population is way too high and DEFINITELY not helping the moose population similar to the useless woodland caribou guidelines. These are examples of what happens when environmentalists use $$$ to pull the puppet strings of politicians... end result is bad for moose!
