Bike lanes encourage alternative transit use. By making roads more unsafe for cyclists (removing bike lanes) more trips will be taken by car, and there will be less cyclists on the road. The needs of the communities where bike lanes are being installed are best understood on the city level, and should remain under the control of cities who have installed and maintain the cycling infrastructure.
