I don't agree with taking away points with unclaimed tags, for following reason (see attached document supporting my key points)
1. Hunters are working under a point allocated system which the government has set the grounds rules and the hunters are applying with the goal to at least acquire one tag as often as they could (especially with groups) without knowing from year to year the guaranteed number of points they will need to acquire a tag in a specific unit for a specific sex (Bull/Cow or Calf) for a specified season (gun/archery/muzzleloader)
2. Asking hunters not to apply for first choice of second draw, if they don't plan of acquiring the tag, when they have no idea if they will be successful or other party member will be successful as well, is ridiculous. Especially in units where there is few tags and and takes years to get a tag and now are being threaten to loose their points if they don't claim their tags in cases where a party got multiple tags, taking away their chances for the following year to get another tag and forcing them to acquire multiple tags in a single season.
3. Instead of threatening the hunters of loosing their points for unclaimed tags, for a system, which is resulting in tags being unclaimed, you should be trying to find solution to get the tags in hunters hand instead of trying to penalize the hunters for working under your current system.
