The only way to reduce gridlock is to reduce the number of cars on the roads. Mathematically there is no other way with the fixed amount of space available in the city for transportation.
Improve cycling, public transit, and walking infrastructure and congestion will go down because people have the ability to get around using something other than a car.
Cars are the least efficient way to move people around a city, prioritizing them makes zero financial or common sense.
