Numerous studies prove the only way to really reduce gridlock long-term is to reduce the numbers of vehicles. Better transit and active transportation infrastructure is the only way to do this. Traffic will expand to fill the space allotted for it. This is as true with extra lanes for cars over a period of a few years as is is for cycling infrastructure. So yes, reduce gridlock by making viable alternatives.
