City congestion has yet to ever be addressed by adding more motor vehicle infrastructure to a city. This bill would, without a doubt, cause increased congestion as alternative means of commuting (i.e. cycling lanes) would be reduced leading to more vehicular traffic. Congestion needs to be addressed by providing better public transport infrastructure to reduce the number of vehicles on the road thereby providing a scalable solution. Increasing the number of vehicles on the road (such as by increasing the number of lanes on a road or by removing alternatives mean of transport) does not provide a scalable solution.
