This bill is a ridiculous waste of time and money. The provincial government should spend their time and energy on matters of provincial concern (access to healthcare and education high on the list!) and not at all concern themselves with municipal road infrastructure.
If they were to comment on transportation infrastructure, I would hope they could form a statistical argument in their favour. However, almost all research, logic, and experience is against the notion that more lanes improve traffic flow.
If reducing congestion is the goal, then increasing car infrastructure is last on the list of effective solutions.
