Bike lanes need to be expanded, not removed. Bike lanes don't cause congestion, vehicles do. Having a robust network of bicycle lanes enables people to move around the city without having to drive, therefore reducing congestion.
Removing safe bicycle infrastructure shows that the government doesn't care about people's safety, and is just pandering to people in cars who mistakenly think that bikes cause congestion instead of reducing it.
