The provincial government cannot touch municipal infrastructure like bike lanes. I bike daily, and I see bike lanes used heavily. What the province should do is provide more options for people to live more carbon-neutrally, not fight this progress.
On the contrary, the province should support adding more bike lanes and set higher standards for safe and separated bike lanes to make them more bike-friendly.
The proposal would only make biking less safe and encourage more people to make short trips by car or transit, which is not reliable.
Cities are for living and people and not cars.
