The proposal to tear out existing transportation infrastructure is not only financially wasteful it will result in a short term an increase in traffic congestion (during the removal and subsequent repair process) and do nothing to strengthen the transportation network into the future - the key to a solid transportation network has always been to reduce single passenger car trips, e.g bike riders instead of car drivers.
