This is a ridiculous and wasteful idea. Every study shows that bike lanes improve traffic rather than make them worse.
There are so many countries in the world, including those that experience winter like us, who use bikes year round as a main form of transportation and it's hugely beneficial to health, environment, and traffic.
This will not reduce gridlock it will only make it worse.
