This is not a good idea, you need to invest in proper urban planning. People do not want to spend money on their cars, people have been forced to use their cars because your bike lanes, and public transportation infrastructure and planning is inadequate. This will coast you money in the long term because people will want more roads because you made it the only possible way to get around. People want to take public transport, make it a viable mean of transportation around your province and within your cities and you will spend less money on roads and you will coast people less money, This is a ridiclous policy and will strip peoples ability to live in cities and have a healthy way of getting around. Why do you think Europeans are in better shape than us, because they walk and bike everywhere.
